What should I replace proactively in a newer house?
Washing machine hoses every five years or so, angle stops when they stop turning freely, toilet fill valves when they start cycling, and the water heater once past ten years. All inexpensive, all common causes of expensive damage.
Why is my angle stop stuck?
Hard water calcifies multi-turn stops in the open position over ten or fifteen years. That is the valve you need in an emergency. Replacing them with quarter-turn ball valves while nothing is wrong is cheap and quick.
