Yes. Properly buried below frost depth, correctly sized for the run length, with frost-free hydrants and isolation valves that can be reached without crawling behind equipment. It is a different job from a house line and it should be priced as one.

Frost-free hydrants, insulation and heat cable on exposed sections, and isolation valves that let you drain the run down. For buildings genuinely unused over winter, a full drain-down is the safe approach.
