Westminster is the Carroll County seat and it has the housing to prove it — a downtown core of eighteenth and nineteenth century buildings, surrounding neighborhoods from every decade since, and farmland running out in every direction with properties on private wells.
That last part is the biggest difference from our Baltimore County work. On public supply we already know roughly what the water will do.
